      I would treat it as part of the phrase:
      there’s no such thing/person (as)

      You can refer to the dictionary’s translation:

      used to say that something or someone does not exist
      沒有(…)這樣的東西/人

      I’ve told you before, sweetie, there’s no such thing as ghosts!

      You are attempting to break down a lexical chunk into individual pieces and translating it in Chinese. The translation depends on the entire phrase and context in my opinion.

      As you can see from the dictionary example below, there isn’t an equivalent for every single word in the English sentence:

      Government by majority rule can be a threat to minority rights.
      多數派執政會危及少數派的權利。

      However, if you write out the original phrase, you could have something like this:

      a government (that is elected/run) by the majority (of the people)

      e.g. A democracy is a government that is run by the people.
      In this case, you could say “由."

      Thus, it depends on context. If you are learning the phrase, try to focus on the English use of it in context instead of translating every word.
